For me, in 13.0.1, the selected keys in the Motion Graph are not scaling. Alt-drag moves all the keys together. What Wes suggests is correct...just make the mesh bigger than your image with the transparent background. Another advantage with making the mesh bigger is that it preserves any curved edges in your bitmap image; triangulated mesh edges are always faceted, not curved, and you usually don't want that....

You could switch to bezier mode, which allows you to control the shapes more precisely. I use bezier for items I don't expect to be deforming because they can get a little unstable.
