You can try assigning the tail to a mesh and then attaching that mesh to a path and then animating the path.
It's a bit tricky to rig and make it work, but it can give you good results.

Sadly, it's not possible to scale bones in X. The closer you have is the squash and stretch option, but that doesn't work for what you are looking for. I think you are missing one of the most powerful features of the software. Smart bones and meshes really transformed the software in something else, in my opinion.
