The only way Moho would know if you want to select points or shapes would be to make it dependent on the selected tool. If you do that, you always have to select the right tool first. Ctrl+A works with the basic object of the layer. So bones on bone layers and vector points on vector layers. No "Select All" keyboard shortcut for Select Shapes tool?
When I use the Select Shape tool (Q), there's a "Select all" button on the toolbar, but for some reason there's no corresponding cmd-A or ctrl-A keyboard shortcut to do the same thing quicker.
Select All keyboard shortcut seems to work only with the Select Points (A).

You can scale strokes with the line width tool. If you compare the shape's style stroke width, you can see it doesn't change. I prefer drawing than modelling, so I reeeeeally appreciate the MOHO 14 improvements on the Freehand tool. It's smooth and does very little to none of that annoying post-stroke adjustment it used to have. Many thanks to the team for this much needed step towards a more "manual" feeling MOH...

Another workaround I just tried is to create a Frame-by-frame group, create my drawings within that by using the + add frame button, and then drag the layers into a new group which I then convert to Switch. That isn't a workaround - it is the Ultimate solution. No need to convert it to a switch lay...
