Try using the create shape tool, instead of the bucket fill, until you get use to what correct shapes are.

Don't know if this is your problem, but if there is a line attached to and crossing your shape with no other point on it, it will try to use this line to create the shape. In that case, it will only do outline. Adding a point to that line will allow you to not select it as part of the shape. AS tell...

Buttons have to be added to the tool list in order to work as buttons. AS just assumes it's a tool otherwise, and it's not made to work as one so it does nothing. It would be nice though if the effects settings weren't reset with every change. If the settings could be the same as the last, like most tool options. That would make it easier to swap effect levels.

If the effects had more scripting access, a lot more could be done.
