What kind is that new layer? Vector?
Most likely you have enabled drawing tools on all frames (not just on 0) hence you can create a new vector layer in the middle of the timeline but still, by default, new layer is visible from 0.

Far as I know, you can only create a copy or a reference layer in the middle of the timeline - so, it is a copy of the existing one, which by default is visible from frame 0. However, you can use "Toggle frame 0" (top left on the timeline) to set it as invisible on frame 0 and then switch ...

I'd say it looks rather convincing and much much better than in your first post.
In the given scene, I believe the focus would remain on the character but things like this are more praised by fellow animators and affiliated viewers. And I also believe these would never pass by unnoticed.

+1 but if you can't use liquid shapes, lowering the number of points and using a magnet tool for their manipulation could bring some ease. Also, adding some line or similar guide (separate from the animated layer) could be handy as well.

When creating from scratch, I'd always go for drawing in Moho but I've also been in a similar situation, where the client is providing rather complex or numerous ai files. Redrawing in these situations is time-consuming but fortunately, Illustrator has several options for "taming" the node...
