This is a great tip. Being able to apply two styles allows this, one for the fill and one for stroke.

Gilles's youtube channel contains some videos on animation principles. While only a small subset of the full course, it does gives you an idea of the direction the tutorials might have gone. I wouldn't overthink the exact timing and scaling if it's a short distance. The simplest way is to set the origin at the vanishing point at, say, the feet of character and scale the whole figure.
