Use a lower frame rate
WMV should be pretty good. I'd highly recommend you try a lower frame rate (like 12 fps or 15, half the rate of your original), it should look good and be about half the size. Wacom makes an inexpensive one called the Graphire. They were about $100 (probably cheaper on eBay). I had one for a number of years and it worked great.
