My problem is that I don't use squash and stretch on all of the body parts. For example, I never squash or stretch the head because I want it to look less squishy than the body. I am not sure how you have set up that test, but it sounds like you're saying that you didn't put any zoom in your time line and when you went to 3 fps, it not only zooms the project, but zooms it over time. I have never noticed my camera zoom change when I changed the frame rate. Just did a quick test, and it's not changing on me.
