It would be nice if there was a script linking the two programs. As you scrub through the time line in AS it would go in Papagayo.

Maybe a small program that outputs the frame number and has both As and Papagayo respond?

I think you will find that the best way to have the mix of 2d and 3d when using AS is to render the elements in the 3D program and import them into AS. Unless you have to have the shadows that 3D program will give you, you will find that it faster to render a picture then animate over top of it. Or ...

I tried ToonBooom and it does an ok job of lipsynch. There is no way to export to a dat file. but you can render out to a sequence of pictures then import them into AS.
