Script Request scale key frames for motionblur

Is it possible to write a script to create multipass motion blur similar to that in many 3d programs? And is anyone interested in doing so?
I've been experimenting and I can create the equivalent of 100% motion blur with 4 passes per frame by animating at 100 fps and then slowing the rate to 25fp in post and it looks better than Anime Studio's native motion blur.
By manually moving key frames to 4 times the duration@ 100 fps I get 16 passes and it begins to look good.
I'd love a script that manually scaled your keyframes by a set amount. Ideally it would be better if you could calculate the motion blur @ 50%, 25% etc.
