request:Transform points

Hey i got whats probably going to be a challenge if any bodys up for it.TRANSFORM POINTS. a tool that can move, scale, and rotate, similar to the transform layer.and if possible a button to select points like <shift>, without switching tools . not to be to specific but probably <ctl> for constraining , <alt> to disaable auto welding, and if possible <shift+alt> for lasso mode. I realize that this is probably going to be challenging but It would be a great addition to at least my tool set.
