when ever I export to SWF it has no sound.
what am I doing wrong?

try this
Try rendering both a wav file and an mp3 with the same name from your sound utilty into the same folder, import the wav file to Anime for use as your reference file , when you render the the animation from Anime it will use the mp3 to render the swf.
I think that's what I have been doing, I remember having the same issue and I'm pretty sure that was my workaround.
also I think use 128 kbs at 44 KHz for the Mp3
