is there any way to change stroke width over several layers together at one time??

you can create an style, apply it to all the shapes you want and then change the width from the style window.

you should only have to do it in frame 0 anyway of each scene so the fact its already animated isn't really relevant. In future, use styles from the start and you'll avoid any problems but you probably have to go manually and edit them.
Both Rudiger's and Synthsin's shape select tool allow you to apply stroke information to many shapes at once (only on the same layer but still helpful) although Rudigers tool costs money (but is great) and Synthsins is only available in the animatorsforum.com script section which you need to have 50+ posts to gain entry too (it's also a fantastic tool)
Perhaps there's a way to open the AS files in a text editor and change settings in there with find/replace of a text editor - but I've never tried it so you're on your own.

I did some fixing like this long ago:
First - Backup your file
Then - Open the file as a text file, try to locate the thinckness (it's VERY hard).
Use the find and replace function.
Lats thing - pray really hard
Open the file again, this time as a ASP file (while still praying..).
