Is there anyway to do lighting effects in AS without the aid of after effects?

I want to have an effect where a light shines behind a character making the character go from sharp to and initial glow around the edges to full silhouette and back.

Possible. Duplicate your character and set its top layer to "screen", apply some blur - that's the halo. Your normal character layer gets on top of this, with animated blur and opacity. Maybe you even want a third one which is completely black. Play around with opacity and blur settings.
