Manual point binding to bone

I have a character with a bushy head of hair and I want to animate (rotate) a part of it. I set up a bone and binded the points I wanted to rotate. At frame 0 it works great. But when I go to frame 1 and select Manipulate bone the bone won't rotate but will translate. What am I doing wrong?

Also, can anyone tell me how to attach a screen shot to my posts? This could help to show people what I am working on.

Bones without a parent translate by default. Use the transform bone tool or hold the alt key on the manipulate bone tool.

Thanks, Synthsin! Now I have another question: Can a bone layer be inside another bone layer? That is, can a higher level bone work with a lower bone layer?
