Add a bone that's constrained to world 90 degrees

So I can add a bone that lines up directly with the parent's rotation by holding ctrl while I drag out the child bone. Is there a way to add a bone that's constrained to world space? For example, my parent bone is at an angle, I want my child bone to be aligned perfectly up and down or left and right based on world space.
