In a good bitmap program. The effects in front can be done in AS.

A 3D program with a good toon shader renderer. In a good illustration application, with talent. In a good paining application, with talent. Backgrounds aren't just magically created, you create them via drawing, painting, modeling, etc...

You might also try photographs of actual locations. If you want a painterly or graphic look, you can do a paint-over, vectorize it, process it with filters, or use a combination of these techniques. Photoshop is the standard go to for image manipuation but there are other capable programs. Some are even free (GIMP for example).

Apart from that, your question is a bit vague. Exactly what part of the image are you responding to? The '3D-ness'? The lighting? The colors? The FX?
