IK Stretching + Constraints

Bone rigs that have angle constraints appear to have trouble working with IK stretching. The bones appear to be offset by the constraint, but the rig doesn't compensate for how the change effects when a bone starts to stretch. My theory is that the IK stretching code isn't taking angle constraint into consideration and appears to be calculating where the bones are supposed to be and not where they actually are.

The end result is a sort of 'dead zone' for IK stretching where the bone doesn't stretch to reach its bone target(despite having plenty of stretch room) until the target bone reaches a distance that the IK stretching code considers to be the start point of stretching.
