choosing tool by SHIFT+clicking icon in timeline

When tweaking timing and position the keyboard shortuts are a big help but not everything has a shortcut assigned. So if we could hold shift when clicking the icon we can select it as a tool to save more time. Then we could hold down ctrl and drag left or right on the icon to rescale its keyframes. That would be especially useful in the Actions timeline.
