There is a new series that I haven't seen before called Kids' Animation History The Time Compass. It appears to have been around a few years. The way the animation was done it appears to be a product of Anime Studio. Here is an example of it, http://www.youtube.com/watch?v=EHrUvwDXF6g, though this version on YouTube has been tampered with and not totally like the original that can be found on Hulu.
Does anyone have any insight as to how this was created? This is more curiosity than anything.

I agree, especially the YouTube version. It did make it on to Hulu, surprisingly, but has an overall good script which last about ten minutes. It has some good educational value.
