I have a character on my screen, I want to "DRAW" on the character ! However, the "FREEHAND" tool is not available. The "T" (Text) tool is available but does not have the freehand capabilities.
I have searched the system for the "Freehand" tool to no avail.

Make sure you are on frame 0.
Option 2. Go to edit/preferences and uncheck the box next to 'enable drawing tools only on frame 0.'

For the most times you shouldn't draw on anything but frame zero. Drawing on another frame will cause your artwork to be invisible until the frame you drew it on.

Works fine here in v10.
I import a tracing image, create a vector layer and select the freehand tool (F), and the options are there, and it works!
I agree here, un-checking drawing only on frame zero can lead to some funky mistakes.
