This method doesn't use ik stretching, but a hidden smart bone.

It does for the limb foreshortening, starting around 11:37.
The smart bone is only used for sleeve perspective.

My legs are streching too much i want them to be of a particular size what can i do to achieve that??

You can't do that without the Maximum IK stretching thigh and shin bones. IK stretching 100 and bone scaled to 0.01 on frame one. This will not let those bones stretch beyond 100% of their original length.
