This file show the basics of moving one shape in the up, down, left and right.

Bone 1 has the circle with it points bound to it. You could also use layer binding. The other two smart bones points at the target.
With 4 actions and with bone constraints of -25 and 25 degrees. Pointing at the target bone.
All bone strength and parenting removed.

Moving the smart bones away from the target make the movement of the target larger. Also adding more frames in the actions will give more control with less quick movement.
