It seems to me that "Convert to Bone" and "Convert to Switch" should be options in the Layer Settings of a group folder, General tab. Those important options seem (to me) like they belong there.
"Convert to Bone" and "Convert to Switch" also seem like they should appear in the BONE menu, probably in the section containing Release Layer.
