It would appear that you have rotated the camera so far that when you try to "move" the picture layer it is moving outside the range that the program supports.
I've never encountered this error so I am only guessing.
Are you writing a script? Is that what caused the error? I noticed this question is in the scripting forum but it isn't clear if this is a problem with code you are writing yourself or the standard tools.
