Clonning Aya and Winsor

can this be posible .. i saw the Anime Stuidio Directory and saw a bunch of image files of Aya and Winsor and i just want to know if i can edit these and make my own character ??

ps.
i'm not breaking any copyright right ??

That's what they're intended for - copy them and change everything until it really is your character.

Guys, do you have any ideas tin how to convert Winsor to a Vector Graphics ?? he seemed "mushed" up when i have a closeup on him .... any ideas are appreciated..

how to convert Winsor to a Vector Graphics

By hand.

There's no automatic process implemented in AS. You could try with programs like Flash, Illustrator, Freehand, which have functions to do this conversion, but you'll likely will end up with a bunch of unconnected shapes which are impossible to animate. It's much easier to construct your won characters.
