Not a tool for cartooning or video but most of us will need a web site at some point. I've tried several others -and there are a lot of good ones- but many are too complex for me. I found this one http://www.websitebaker.org and it seems to work pretty well. I am installing it on my wip site at http://www.stormvisions.com -one of the reasons I've been less active here for a few days. Like to get the site going and dust off some tutorials and other materials I have on my hd.

Going to see if I can set up a semi regular 'unofficial moho' ezine of sorts or a beginners FAQ to post links to the tips and new scripts that appears on these forums. My experience is that this stuff tends to get buried on busy forums and eventually 80% of the questions asked have already been answered.

A CMS is very useful if you have a site with a lot of content. Rather than manage a lot of individual hand coded web pages you can use it to create a template, edit content live using a Word like editor, automatically maintains the menu, links to resources and may include mods which add functionality like a mod to manage downloads, to allow other users to edit specific sections of the site, picture gallery etc. You might decide that you want to allow 'Joe' to write a weekly Moho newsletter, you could set it up so he can log in and only access that one page to edit it. Some of the more complex system like e107, phpNuke etc allow even more sophisticated management of users and groups.

Its aimed at people with little or no experience so if your server has the right stuff install -PHP + MySql and you use the default templates then you should have a reasonable easy installation.
