Twins are 12 now. I have lost everything, all animations and software are gone. Quit after 9.5 and over the years stuff just got lost on old pcs etc. I still know my way around Moho UI and could be rocking again soon. Need an editor and Photoshop. Is Mike Kelley around?

Holy crap! I remember when you were posting about the twins as toddlers. Haven't heard from Mike Kelley for awhile. He's quit maintaining the AF forum, but last I heard, he had knee surgery and was back out playing tennis and really enjoying 3D animation, in iClone I think.
For a free NLE, I'd suggest either Hitfilm or DaVinci Resolve. And since I can't stomach subscription-based software, I'd go with Gimp, Krita, etc. for image editing/drawing.

Yeah, if you need a good free paint program, I recommend Krita too. It doesn't really replace Photoshop for everyday image editing work but Krita's painting/illustration features are top notch, and it plays well with Moho. Krita even has an FBF mode! (Although audio support for FBF is still spotty.)

I found my Sony Vegas 9.5 gimp and audacity. Will the pc I used for moho 9.5 work for 13.5 until I can get new pc. Can afford pic or moho.not both at same time?

13.5 will only work with Windows 10 on PC, but if you have Windows 7 or 8, you can still get a free upgrade to Win 10.
I know there's hardware issues for older Macs, but I don't remember there being any for PC. Older PCs are just going to be slower.

My old pc has win 10. Remember when MS kept spamming our tray with win 10? I gave in and updated from win7.

Probably the most crucial would be 64bit OS and an OpenGL 4.1 supported graphics card.

Krita and Clip Studio are great image editors, Krita's free, Clip has perpetual licenses and is very well priced.
