Universal Grid and Guides

Every single time I work in this program I am so surprised that everyone else isn’t demanding a universal grid and guides. They would be so helpful, and for me they seem a massive hole in the program. The fact that each layer has its own grid that can be different from other layers… ugh. And I’ve tried creating my own grids, both as SVG and PNG, and putting them on the bottom layer, but they tend to break up when that layer isn’t the focus. Please, all I want for Christmas is a universal grid and if I’m extra good can I have a ruler system with guides? Creating non-rendering layers with boxes on them seems ever so 2006.
...too much?
