Painterly backgrounds or just artwork with simulated real media: Rebelle 7 Pro is on sale for $29, and Rebelle Standard for $19 until Nov. 30. It won't be released until Dec. 14th.

I don't get any commissions, I'm just a user. Rebelle is famous for simulating water colors, but in newer versions does well with oils and pastels. In version 7 there is supposed to be svg support with a feature called paths - I haven't found documentation on it.
Rebelle is straighforward and learnable with fewer tutorials than most digital art software, making it popular with traditional artists who go digital. I have two problems with it:
1) The water color simulation is so lifelike that I have the same difficulties as in real life!
2) The papers affect the way paint is applied, pretty much as with real media. Escape Motions, the makers of Rebelle, are always offering new sets of paper for users. These could multiply the cost of the software if you bought a lot of them. The default ones that come with the program are completely OK, however.
(If you promote Rebelle on social media after your purchase, you can get credit for $25 worth of papers. I decided not to do this since it amounts to spamming friends).
