No, it was created in Flash, but I'm very sure it would be faster and easier to do in AS.
From Julian Frost page:
"It was animated in Flash and edited in After Effects (...) A round of applause for the client, Metro, whose feedback included “make it more violent!” and “add a piranha to his private parts please”."
