In moho 4.6 its right with all the other tools, but its not in my toolbar. Is it just me, or is there no laso?

The lasso is now just an option of the Select Points tool. When the Select Points tool is active, look at the top of the main Moho window (the tool options area). There's a checkbox there to use the Select Points tool in lasso mode.
Or, you can hold down the Ctrl key when using Select Points to have it work as a lasso.
