External AS Project manager?

I posted this idea in another thread but thought I would put it here.

Could some kind of tool, external application, be created separate from AS that would "read" AS files and determine from some kind of "tag" or identifier certain assets within a project and be able to update them outside of the project?

For example...

Artist opens the "project manager" and selects a base project. In a separate window multple files could be "added" to a list of linked files.

Artist opens the base project and imports those external AS files tagged as "linked".

Artist edits one of those files and uses the "project manager" to update all files using that file. Or the updater automatically updates based on changes.

Could an AS menu script activate an external application?
Can LUA read changes in the date? If the dates changed or a modification "toggle" was activated... could LUA read in a separate AS file into an existing layer?

Since AS files are plain old text... the updater could scan the files and just update SELECTED changes to specific tagged layers in the document... like point motion, bone rotation or whatever.
